Manzel 6254 valve tool, for Flatheads?

this Manzel tool seems like its for Flatheads, but I cant find out for sure.

Can anyone positively ID it?

Or tell me if its for something else?

Is this a puller for T's ?

This tool came with a bunch of T tools and parts, but I cant pin down what it is.

Part numbers are hard to read but look like

T116

and

T115-A
