My guess is there was at one time a hot water heater installed in your vehicle. Either it (heater) was removed or if it began to leak, someone took the shortest route to "rig" it.

DavidG has pointed out something very important... the requisite fit of the glass to the bracket.
I have found most replacement glass these days approximately .015" thinner than the authentic pieces...

A fellow near here (long deceased) had been stationed at Pearl Harbor in the late 40's and was somehow in charge (or nearly so) of requisitions.
I saw first hand in the late 70's and early 80's...

Personally I'd never use any type of sealant in this area out of fear of it dislodging and falling in to the tank. That can cause catastrophic issues.
