For what its worth, I run 15" wheels with bias plys and tubes. I have not had any problems with the ride or handling.
I think painted wheels is the way to go. Two rattle cans and an afternoon, and...

If you are looking for blackwalls, Power King is another good choice. I have had great service with mine. You local tire store should be able to source them at a rather affordable price.

SOLD 1941 Coupe Side Trim

SOLD 1941 Ford Coupe side trim
(8) pieces, both sides , quarters, doors,cowl and hood.
One cowl piece will need some rework.
All others are very nice, and will polish up easily. Complete set only....
