I've posted a close up of the vacuum port for both the late and early manifold for a 1932 model B 4 cylinder. This is used to run the windshield wipers.

Agreed. You can't interchange the two. Both sets of gears and worms are worn, so I will replace everything. I just removed the worm, and the rod is in good shape.

Which one is the correct upper steering housing cap (B-3589) for a 1932 Ford passenger car? The taller one (in red) is 2 3/8” in height and the shorter one is 1 9/16”. Otherwise, they are identical.
