If I may the sticker I have does not seem to have anything to do with fuel rationing. It has a Department of Motor Vehicles number on the front and on the back which would face inward it talks about...

You might like to have a look at the Wesco 4 point seat belts. They are an interesting arrangement with a tether strap at the back to retain the upper portion. I suggest you look at the installation...
