Thanks for the response it was our thought as well that the tube may be thicker rubber.
I have run radial tubes in my bias ply tires for almost 10,000 miles without a flat or leak until last week...

I did not drill out the old rivets. I used a die grinder and ground flush to the backing plate and then punched them out. I then used a gauge pin in the second hole and bolted the tracking plate...

I read all of your comments and suggestions. Yesterday I hot riveted both tracks in the backing plates. Everything came out fine. I used a map torch (Yellow) which worked but an Oxygen-Actelene...

I purchased them a few years back and were from either Snyder or Bratton, my guess is that when they were ground between centers by the mfg. and that the wheel was dressed or worn with a slight taper...
