You might try starting the engine at night and looking at the plug wires and distributor cap in the dark. You'd be surprised how much arcing shows up that way.

I'd probably run them, but not at serious speed. I've had several blow-outs on my motorhome with proper inflation, excellent tread, but 10-12 years old. Never a front tire, thankfully.

If you are asking about the plastic ribbed trim piece, it is attached from the rear in only a couple of places, kind of central to each of the three pieces. Maybe 1/4" bolts, with fairly large head....

May be an award program for employee-suggested part, which resulted in improvement in cost or efficiency. My company did that for years. Union Carbide originally, then Martin Marietta etc.
