I agree on the use of a rust converter. Don't cut corners after that though.
Prime with epoxy primer and paint with catalyzed paint.
Think about it. It rusted because it trapped moisture and road...

Reducer choice is critical. The product information sheet will specify temperature rating and mix ratio of paint/acrylic enamel reducer.
Short cuts = disaster.

A gap is a hole in the joint. Is that what you want? If not turn off the stitch and use the continuous mode and skip around with short welds leaving no gaps.

Paint grip steel is good. Clean it well with wax and grease remover to remove mill oil and fabrication/handling contamination.
I would sand it with 180 prior to priming.

In back I love the low down exhaust rumble of the stock 337 in my avatar after passing through 2 large oval mufflers. In front the motor is whisper quite like a Lincoln should be.

I owned 2 Caprice 9C1 ex police cars that were equipped with silicone radiator hoses.
Pretty sure they were used in heavy duty use applications like taxis and law enforcement
