Take off your tie rod and drag link and examine your steering balls. My guess is that they are egg/football shaped. This was the case with my death wobble

But you don't have to register a pre 1938 as a commercial vehicle as there were no wait fees attached to vehicle registration in the era of our vehicles

I never do because I think front plates are ugly.

No they all came standard with the 3.78 but I bet a dealer or two may have changed the ratios
I have a rear end with a 4.11 R&P in it. Someday if I get to build my hill climb car that's going in it.

The simple answer is no.
28-29 is the same shape but painted black not chrome.
30-31 is a painted shell with no widows peak at the top of the radiator it just goes straight across from side to side
