yup, I see the springs for the governor now. Probably off a stationary power unit. Wonder whats on the back

Interesting. Maybe hydraulic pump for a plow or power steering on a truck. Funny place for the oil filter too. If it was close to home, it would already be in my garage and I could tell you...
