That is all correct. Make sure the bridge washer runs parallel to the tube not across. The dust cover would screw down and sit on top of the nut, not covering it.

If the headliner is in good shape and you are not going to replace it, you can put the top on. If the headliner is going to be replaced, you should do that before putting the top on.

You will find it easiest to drop the radius rod to get the backing plate off. Are you sure you have the 4 bolts out? I still say give it a tap side to side or try a pry bar to see if you can pop it...

If you are just removing the parking brake carrier, would not matter if the radius rods are in the way. The key would stop it from coming out or is just stuck. Try tapping side to side and see it...

What bolt is it, picture is not showing. WD-40 is not a penetrating oil, unless you buy their brand of penetrating oil. It's a water displacement (WD)/lube.
