Correct - except the screws also attach the windshield frame and once installed are unseen, out of sight therefore using a Phillips head + drill sure makes it a lot easier.

I had this same problem except one of the two shift rods was also shifted forward into the bell housing so removing the tower lid wouldn’t budge.
