You may possibly find a machine screw with a slotted head the right size, or cut slots in the heads of the carriage bolts to hold them with a screwdriver. Check with Fastenal for the machine screws.

Harvesting ice on Rock Lake in Lake Mills, Wisconsin. The ice house was at the shore, and near rail road tracks, that shipped the ice to Milwaukee, Chicago, and other locations.
