Was done all the time by "Reputable" used car salesmen. Sawdust in the transmission's and rear ends also was a common trick to "Get it out the door for a buck". Did any of these last long? No. But...

Why not replace it with the electric wiper that it was born with? My '29 Briggs has one and it works all the time unlike a vacuum motor where when you mash the accelerator it robs vacuum.

I don't know how fne the powder is but the electric charge is supposed to draw it in and cover everything. Isn't the area to be powder coated supposed to be sand blasted first to eliminate scale and...

You can use a 6V to 12V inverter and jump up the power to it. They have them from Brattons or google either a 6 V motor or the aforementioned inverter.

DO NOT try this with an S 10 or similar vehicle as they are too light. F 150 or even F 250 type truck to pull a trailer with a car loaded on it.
