The Model A engine bore is, if memory serves me right, 1/8" off center from what the Model T bore was. The plate is to raise the block to make up the difference when boring the cylinders.

Remove the fan belt to eliminate the generator and water pump as a source. You can get closer if needed to locate the source of the noise if it persists. With no fan or belt, listening can be done...

Sometimes a hand held pneumatic hammer will "rattle" items loose that otherwise seemed to be joined together for good. Add a bit of your own penetrating oil to the joint for luck.

There is very little backlash in the cam to crankshaft gear mating. Rotating the crankshaft either way to allow the pin to fit in the recess of the cam gear is acceptable.

A good machine shop can make a coupling and then weld the top of of the seven tooth shaft shaft to the lower end of the two tooth shaft. Just be sure to get the correct overall length.
