Float level, or poor seat in the Valve would be my guess.
What was the source of the 2nd valve? New?
Early ones had filings embedded in the Viton.

Don't see how that would work.
I have the head off an engine with a bad timing gear. How would you reinstall the valve keepers?

I used epoxy to fill cracks, sanded, then paint.. Some of your black residue may have been a dirty wheel surface.

I had help and a bare frame.
I would concentrate on making up a bucking bar.
I used nuts and bolts to position and keep the cross member in position, replacing one bolt at a time, the bucking bar...

Aluminum fan? Not accurate reproduction of an original.
Steel original would be dimensionally more correct imho.
Housing clearance is also affected by where impeller is placed.

Until I removed the glass I could not see the condition in the glass channels on my frames.
Epoxy can only do so much.

Try lubing the throttle shaft with dialectic grease until you can fit a replacement shaft, or rebush the casting.

At this stage, I would make a pattern from a tracing to get accurate placement. Figure out how to index it because you will be fitting it a few times. Looks like fun.
