If you have a volt meter, it would be nice to know that the voltage is indeed OK. How fast is the engine running while getting those amp readings? When I still had a generator, I had the third...

Maybe your battery just has a very low charge on it? If you are going to be pulling more power out of the battery, than you are putting in, it had better be charged well.
