Put a cheap oil pressure gauge on the pump outlet screw. Should answer any questions.

Not sure the exact opening spec's, yes the throttle plate must be open enough to let fuel in to idle.

Not sure on the crank seal I THINK you need to trim it to a tad longer and tuck the ends in, some one will chime in on that.

The cork gasket all I do is put some wheel brg grease on the block to...

I do all the above except the masking. Too lazy to mask. Dip a finger in some wheel brg grease, put a thin coat of grease where you do not want paint. Grease will wipe off with excess paint.

One can also weigh on a mailing scale. If over spec's float is leaking and sinking. I have also reused the orig needle and seat which in my case is steel.

My only thought having screwed up oh so many times is, I am glad for you that you saw the pump, running to start it would have been a disaster.

Later cars have spring and washer holding shoe against the backing plate. I would make sure there is a little pressure on the shoe towards the drum.

I would grind down the metal part of the shoe if that is what is hitting on the inner drum.
Make sure ( I am sure you checked) the shoe is firmly planted against the backing plate.

Your test light is acting like a ground. Use a piece of wire to ground dist to block.
If that does not work then run another ground from eng to frame.

Take a long screw driver to see if you can isolate the noise. If it is the timing gear you will hear it through the screw driver shaft. Or if you have a mechanic's stethoscope that will do the same.
