The caged nuts, I believe, were on the 31. Majority of the filler strips I have seen have just the holes. I soldered on a fabricated tab at each end to attach to the pillar where the originals broke...

Spring covers were an assessory? Victor Page describes the Ford spring covers inpregnated with graphite lubricant.
Slip plate plus the covers would be the present day equivalent IMO.

I think there might be spacers, or a spacer ring required. I have the larger backing plates and drums on the huckster with ford 16 inch wires.
The rear hubs must have a different OD....

Those 2 wires to the horn should both be hot. The horn button completes the circuit to blow the horn. The basic wiring diagram should clear that up.
Kinda looks like the starter is kaput.

Can the motor be turned over by hand? That will tell you if the starter drive is free. A bent starter shaft will lock up. Put the car in high gear and push backwards to release a locked up starter....

I think the replacement top plate could have been thinner, or the castings were varied, I don't remember anyone other than Tom Westenberg (sp) lubricating the grooves.

One area of wear is the channel in the housing the upper plate slides in. Also, the upper plate has ears that wear. Cupping the ears with a metal punch, and lubricating with dielectric grease, or...
