With a couple of hefty clip leads connect it direct to a fully charged battery. If it Ahooguhs good the problem is you are not getting the full 6-volts to the horn. Probably a grounding issue.

I read somewhere that the pre-load for the front wheel bearings should be set at ten inch pounds. I tried to do that one time with an inch pound dial indicator wrench and I thought it was too tight....

Check the generator cut-out located on top of the generator. The contacts may be stuck closed. That will certainly drain the battery through the generator.
