Slide the seat forward and you should be able to reach the bolt heads.
The seat is adjustable for & aft. Its probably all the way back.

Looks like it can be adjusted on the back side.
A small screw driver thru the hole on the back can be used to rotate that 1/2
gear varying the pressure.

I too would highly recommend the nu-relics regs.
I put them on our 32-3window. They bolt in like the factory regs. & work perfectly. The hardest part is running the wiring thru the door jam.

I used a set of NuRelics window regs. in our 32-3W They bolt in like stock regulators
& work great. A little pricey but are a great product. For a '39 coupe. would be part

If you have a V8 60 motor, I don't think it will bolt up.
The trans is different and I think the Bell housing and back of block would be different.

32-3 window body made by Murray-totally different than the Ford bodied 5 window.
Hood, grille, bumpers, fenders, & running boards would be the same.
Trunk lids are also different.
