The grille in both the standard and deluxe bolts to the front fenders. Remove the bolts on the bottom which attach to the radiator pan. Then remove the bolts on each fender that attach to the grille...

If you are pulling out the original tank to clean it and install a non original fuel sender why not buy a new tank that would be set up for the later sender? I seriously doubt that a modern sender...

See BobC's post. No need for GVW when 36 and older. Your DMV person should know that as in the vehicle code. Although I should not make assumptions on what Cal DMV knows or should know.
