They are normally tac'ed. But I guess as long as there is not a slot of a screwdriver, that is a good fix with a poly stop.
Less you care, they are filled blue. But what ever works for...

Taking off if it stutters, just pull the choke a bit. It'll level it out. It might be running a little lean or cold. pull the plugs and clean. Cool ride.

Ospho marine and paint. Ospho is basically Phosphoric acid. It'll convert and etch too. Is it better if you can't blast, maybe. POR is fine, just de-grease the area and maybe use some Ospho before...

You don't want to break the engine in on the stand as Ol' Ron said. But to my thinking working out a few bugs on the stand with short runs a few times won't do to much.

Little loud for me these days, just a personal preference. But I like it on others. Just don't own no muffler cars anymore (fentons yes).

So after my dad passed in 99 I picked up my grandfathers toolbox. It was a wood box 3'x3'x5' he made. In it, was a lot of different tools. Taps, square nails, wrenches, and a few odd car parts.
