For what its worth, I run 15" wheels with bias plys and tubes. I have not had any problems with the ride or handling.
I think painted wheels is the way to go. Two rattle cans and an afternoon, and...

Roll down rear window
I'm new to the model A club, just picking up a '30 rumble seat coupe.
The car does not have the roll down rear window, but I sure wish it did.

One cowl piece will need some rework.
