I’m not sure what that post meant? Did the gasket fix it? You could check for whether the throttle linkage allows the plate shaft to hit the idle stop.It’s not unusual to have bent linkage.

Isn’t there only the hardened retaining washer with the tab to keep it from spinning behind the spindle nut? I don’t see any other washer?

Check voltage drops across the cables/connections. They may look good, but be bad. To me it sounds like a bad starter.
