I would try the dirty leg first. If it doesn't work you WILL have to take the tank out.

Welcome aboard! You have a 28-29 radiator. Are you sure that your truck is a 1930? The 28-29 body style is more boxy like a T model and the 30-31 body style is more curved and rounded. Either way,...

Yes, the plate is backwards and I would not tighten the springs down that much.

Snyders, their cap has 2 rivets instead of one. keeps the gasket in place and not covering the vent hole.

Is the cap on too tight? Do you have too much oil? Do you have anything in the tube like steel wool that is not allowing the crank case to breathe?

You are over filling the radiator. Let it find its own level. Two quarts does seem excessive but you are probably fine.

As said, adjust in small increments and make sure the armature is clean. I use a small scotch brite pad with a little wd40. Be sure to oil the felt pads in the front and rear. I bought a 12 volt horn...

At this point I would set the torque wrench aside and just snug them up real good without over tightening. Sometimes you just have to go by feel.

Since you said that you have spark and obviously you have gas with it dripping, I would check your plugs to see if they are wet from gas.

I'm glad that you were able to remove your seal. I have a seal removing tool but I prefer the drum dropped on a piece of cardboard or carpet over concrete repeatedly until the bearing pushes the seal...
