That could happen if the key was too long in the first place, jamming itself up the ramp by tightening the axle nut. It should never become a problem if the key is the correct length and installed...

Sometimes a roll pin can get caught up by a ridge worn from the constant pressure of the escutcheon spring. Your penetrant and later cranking may have convinced it to overcome the ridge.

He can run them together... The pump is still going to do it's thing, but but the gauge will give a false reading. Best to get a 50# sender so he knows what's happening.
