Correct fuel mixture the exhaust valves will have a tan color like yours to me it looks like it's running very good little bit of carbon just means there's some time on the motor.

With a vacuum reading of 20 that's excellent but 3 turns out on your mixture screw tells me you must be compensating for a vacuum leak.

I would replace the gear if you think that gear is a cast blank and not machined the concentricity won't be correct you don't wanna find this out once you get the engine assembled and running!
