Maybe like TJ suggested, it's just something not plumbed into the brakes at all. Maybe an oil filter or pressure gauge line taking the long way around?

I measured the gasket after I took it out. It measures .012 thick and it's been compressed. Another note from today's adventures was that instead of making a correct dowel for that breather tube...

Thanks Mart, yes there was a gasket for the pickup tube I just installed. I was pretty sure I'd never seen a gasket at the pump's base, but no harm in asking. My gasket set had a gasket for the plate...
