Propane torch might show a leak with the fan belt off so there is no airflow from the fan.
Starting fluid is much more telling. Never had a problem with it flaming up while testing with it.

Spray starter fluid all around the manifolds when it is running and listen for a change in engine speed.

Check to see if the clutch pedal is hitting the floor board or possibly the battery cable etc... and might not be allowing it full travel.

Tim I went back and read your original post on this and it looks as if you may not be totally positive as the just where the fuel weep is coming from.
Turn the fuel off and get the carburetor...

Do you or a neighbor have a riding lawn mower? I would think making a short tow bar to hook onto the front bumper would move a Roadster minus an engine fairly easily.

Use a paint marker pen and paint the bolt in the area you think the bind is. Insert and remove it to see where the paint is scuffed to give you a better idea as the where the problem lies.

I had a similar issue several years ago. The noise would go away when the clutch pedal was depressed. It was the spring on my front motor mount. Put some oil on it and the noise went away.

I'm starting to work on a car for a club member that has a Weber two barrel carburetor. It has a Holley inline fuel pump that from what I can find operates between 1.5 psi and 4 psi.

You'll probably need to remove your floor board as the hole is on the back side of the tower about even with the middle of the board. Hole is about the diameter of a ball point pen refill tube.

Disconnect the negative cable from the battery and clip a bulb type test light to the battery cable and the other end to the battery. If the bulb lights you have a short somewhere in the system.

Use an air grinder with a round head carbide burr bit to grind the nut and stud down.
You 10 gallon compressor probably will be pretty undersized for the task though.

For storing the battery I'd fully charge it and then set a reminder on my phone every two or three months going forward to check it with a voltage meter or a hydrometer.
Charge if needed.
