Was able to get the second bolt off by removing the retainer pin and putting a small screwdriver in the hole. The pin was bent badly so that was causing the issue. The ball itself looks ok to me...

Thank you again all. I appreciate the expert advice. I will use the 15 deg pictures to help (the brake adjustment). The driver side appears to have more of a tilt then the passenger side.
