Chances are, it was built as a "tribute" car by a local enthusiast or by the dept themselves.
Someone from that area will know the answer.

You shouldn't need to swap towers, just insure that the shift forks are seated correctly in their sliders/gears. I've had them slip out of place during re-assembly numerous times.

Did you have the transmission tower off?
If so, the shifter levers may have slid off their intended position.

Some would say " less wind resistance ". At Model A speed it won't make any difference.

Slatted: meaning building the tailgate the same as the sides of the trailer. With slats.
