I don't think I would attempt it any other way. You MUST be at TDC to accurately set timing and using the timing pin in the cam gear removes all doubt.

Looks like a special-made insert or overlay designed to install on the stock radiator shell, but not sure. I've not seen one before either. Kinda neat, though.
