Looks like a special-made insert or overlay designed to install on the stock radiator shell, but not sure. I've not seen one before either. Kinda neat, though.

The best repair IMO is to use this fine strand silicone wire to replace the wire on the lower plate - much more flexible and forgiving. I've used this wire with great success.

I don't know if it applies to "B" cams, but Les Andrews' book calls for .013" for intake valves and .015" for exhaust ford Model A cams. Maybe others here on the Barn will chime in.
