Because the bolt circle and wheel centre is exactly as the US made original Ford/KH wheels. I doubt that any French or other European car manufacturer copied Ford’s 1932-35 wheel centre and...

The 1941 Lincoln drums and backing plates will work fine with the Ford 1939 spindles and 1940-48 wheels. The brakes will be tucked in flush the rim edge like this:

It appears that the pins are not correct for the 1-3/4" brake shoes you are using. The length of the pins for the original Lincoln (Bendix) 1939-48 brakes with 1-3/4" brake shoes is 2".

That's also a way to do it with their $649.95 kit. No master cylinder is included in the kit though.

Using 1939 pedals and master cylinder is a traditional way to convert 1935-38 mechanical brakes to a hydraulic brake system. Here's an older thread with much information for installing the '39 pedals...

24 tooth p/n 06H 7102 valid for both 18/26 and 19/25 gear sets according to the Lincoln chassie parts book 1936-48.
