It is conical shaped. It is either part of the steering box or the horn assembly in the steering wheel.

Its a shim for the radius ball.

Either a Oil seal retainer for a two tooth steering box or a fix for a worn radius arm ball.

It's not for the radius ball. As you can see in the picture it is not round but has a little curve to it. The Master Cylinder: As you say, it must be an Oil seal retainer for a two tooth steering box. Where does that go?
