Model A gross vehicle weight?

When Ford listed the different weights for each Model A body style "gross vehicle weight, was this a dry weight less fluids i.e. oils, coolant and gas?

Gross weight means total weight allowed of the vehicle. (Vehicle and everything in or on it)
Tare weight means the basic vehicle weight.
Usually used for trucks.

Land fills have scales so that they know how much to charge for a load. You can just drive onto the scale and note the weight of your vehicle. My pickup weighs a little less than 10,000 pounds empty, but with fuel and me.
