Many of the resto parts suppliers sell pre-cut heavy cardboard package tray, custom fit for your model. You can order them in original colors or dye the cardboard with the color of your choice. Mac's and Concours have offered them, but possibly others too.
I actually cut up a tall cardboard shipping carton and glued crushed vinyl matching my seats and door panel upholstery. Lay it on the structural support under the back window and go underneath to poke the two holes for the hold-down buttons.

Find an upholstery supply and get the door panel board but in the larger size.
Maybe a template from the old one. Transfer the outline to you new cardboard. Cut it to size. Then find some fabric that you want to use. Usually you can overlap it about 2 inches. The. Cut some notches so the fabric can roll over the edge. Then use a contact cent or super 90 and glue it on.

Or you can order the repop on. But it think those Range near 100.00 with shipping.

A local upholster should be able to whip on up for 100.00 with vinyl.

Also you should think about redoing the rear window seal as that is the reason the board was crusty and wet.

I doubt the back window seal is leaky. They all get like that just from normal condensation overnight. But if you overlaid the cardboard (preferably a new piece) with vinyl, you won't have to look at that ugly mess in the future. The vinyl overlay might collect some moisture on top, but you can wipe it off. No matter what you put back there, it will fade in the sunlight unless you keep the car in a garage.
