Stamped number on engine block

I replaced my manifold gasket today and noticed a number stamped in the block. The number is just above the front of the exhaust manifold and below the head gasket. The number is either 7/09 or possibly 7/99. When I bought the car, it had only 100 miles since the restoration 10 years ago. Can I assume this is a number stamped by the engine rebuilder?

Not from the factory so it's as good a guess as any and better then most.

The engine builder might have stamped the date he rebuilt the engine. So it might have been rebuilt in 7-1999
