Front fender issue

Thought I would replace my fender welt, so duly set about removing front left fender. Did not realise that the fender was spotwelded to the nose of the apron, now I know why there is no welt on that part. The seam is showing some rusting which I would have liked to address, is it taboo to drill out out the welds, add welt and use bolts to reinstall, or should I clean out the seam best I can and use a good rustproofer.

Dennis,
If it were my car, I'd use the clean out & treat it option. If you're OLD, the rust may NOT come back in your LIFETIME!:) IF you're YOUNG, I APOLOGIZE:(

Pour some diluted Phosphoric Acid into the crack to eliminate the rust, -then brush-touch the bare metal areas and buff the paint to a gloss.

Bill, it ain`t going to come back in what time I`ve got left, I`m glad to see the light of a new day, I`d just like to get it finished :-)
Brent, thanks for the tip, the whole car needs a re-paint anyway so doesn`t matter what damage is done to the paint, in places the surface is crazed/cracked, when I investigated the filler is 3 to 4mm thick and peeling off, looks like water has got underneath.
This is my retirement project, better hope for a long retirement...........................
