Starter Whirring
 

When I attempt to start the A, the starter engages for a short period and then seems to disengage and spin at a high rate without the engine starting. This is a 12V system with a new modern starter drive gear.

Your modern drive may be failing, try another drive. Since your 12 Volts did you convert your starter to 12 V. You will get pros and cons on this. I converted my starter to 12 Volts and feel better about how it operates.

The "New Modern Starter Drive Gear" is not a direct replacement for the original Bendix drive.
The "New Modern Starter Drive Gear" has less travel than the Bendix from rest to engagement by 5/32 inch.
If your ring gear is in good condition and the end play in the starter is minimal, then the "New Modern Starter Drive Gear" will work.

I increased the hand throttle setting and it started. My theory is that the engine was not getting enough gas to maintain the starting process. Does that make sense?

I almost always set the hand throttle a little ! Almost always if I don't forget, if it doesn't start then a little throttle and it starts!
