Rear wheel hub assembly question.

I have replaced the seals and cleaned/re-greased the bearings on my 1941 ford hubs. Has been apart for a while during a complete overhaul of the rear end. During reassembly, I found six very thin washers that appear to have been used as a spacers. They are about .006 thick, have an OD of 1 5/8 inches and an ID of 7/8 inch so they will only slide down an inch or two before the axle shaft gets too large. So I'm thinking they may have been installed under the outer axle nut??? Any experience with this????

Perhaps the inner threads have been stripped and they were trying to use better outer threads.
