Looks like it was stamped into the plate that shows patents.

There was no such thing as a 'Vin'' in the A era. The cars serial number was the engine number, stamped on the block & in the US on the chassis [ but not usually outside the US on the chassis].
Someone has overstamped the Data Plate [ noting Ford Patents ], which could be for anything, maybe a re stamped or changed over engine
