8BA What are these bolts for?

This engine was in the car with a head, intake and other accessories removed. The previous owner did put the bolts, etc in bags. It also came with a 2nd engine that I have left alone for reference. I haven't figured what these bolts and unique spaces might be for? Please give me some ideas?

I don't think they are Ford bolts. I don't think Ford ever used Nylok nuts. Plus, the spacers seem to be an attempt at something out of the ordinary.

Those do not look like Ford bolts. Never seen them on an 8BA.
Perhaps someone used them on an A/c or alternator bracket set up.
