Reattaching 36 Front Fenders!!

I am beginning to reassemble the fenders, running board, grill, hood, etc. on my 36 tudor.
It is quite a puzzle. I've pulled up several old threads about this but I'm still a little confused about where the black welting goes on the front fenders.
A couple of guys said the front fenders go over (on top of) the inner fenders, that is, the front fender is on the engine side of the inner fender. With it placed that way, what holds the black welt in place between the cowl and where the chrome welting goes to the headlight stand?
I am thinking that maybe there is no black welting between the cowl and the chrome welting.
Can anyone chime in on this? Anybody have a photo?
Thanks in advance.

Black and chrome welt, quite a puzzle unless you took pictures while disassembling, not that I have ever done that. I posted many questions while reassembling my 36.

Royal, that is correct- the front fenders fit over the top of the inner (louvered) fenders. So when you look in the engine compartment the inside lip of the front fender is visible, and not the top edge of the inner (louvered) fender. There is section of black welting, about 12", that goes between the front fender and the bottom of the cowl however this is a distance away from the headlight stand. If it helps I could email you a few pictures of an assembled '36 front end. Scott

A few shots of the inner fender relative to the front fender, and the welting under the cowl on a '36 Ford.
