1928 & '29 Front Bumper info wanted.

Has anyone researched the difference between the '28 front bumpers and the '29 front bumpers? If so, is the 17754/55 front bumper arm changes to coincide with the bumper differences, -or is there some other reason for the changes that I am overlooking?
