1939 vs. 1940 frame - are pedal mount holes same?

I'm having difficulty getting a set of 39 pedal to go into my 40 "x".
Seems like it won't fit. Does anyone know if the 40 pedal hole is different from the 39? If so, is here a simple way to make this work.

Is a 40 car a side shift? Should work.

It's different. Drake had a paper template that came with the repop pedals.

I have a piece out of a 39 frame i saved that was bolted to a set of original pedals someone removed from the car with a torch.

Here is Drake's template. Not sure how the process works; but it did print out in the proper size for me.

Three of the mounting holes are different between the Drake 1939 template and the 1940 pedal bracket. The lower rear hole is the common one between the two brackets. The bottom of the large hole may also have to be trimmed down 1/4", you should see this with the template rich b posted.
