Does anyone know if this hole in the rear main cap is a defect or purposely drilled oil hole?

If it doesn't go through to the oil passage it is probably a defect, if it is drilled through it is an attempt at stopping a rear main leak by draining it's oil supply

Even if it is a "defect" it won't matter much if the rest of the babbitt is good

babbitt doesn't look solid all the way down to the cap...looks hollow

why is the pan down and the caps off?

Your right Mr. Tbird, you can see at the hole, and along both sides it wasn't Peened.
