anybody have an idea what this may be? it came out of an engine builders shop, only numbers on it are 3198 and 1E

Looks similar to a can edge roller or cutter . The ones I remember could roll a can lid and seal it , used mostly for canning food . This is much larger .

I think that the round peg with the set screw is a stop for measuring the distance from the cutting wheel, turned by the crank handle. It might be for cutting strips of something. I don't think sheet metal though, I'm leaning towards cardboard, linoleum or some other material.

I think it is a circle cutter.

You set the sliding piece to the radius and the wheel will cut a circle out of sheet metal.

Edit: I'm not sure after googling images of vintage circle cutters. There's a subtle difference.

You put a grinder disc on it, that has a center hole in it.
Put the disc on that stud and move the stud toward
the cutting wheel, and trim the wore out edge off the
grinding disc, it's ready to grind some more.

It's an auto body grinding disc trimmer used to remove outer bad/worn portion of disc to freshen up the disc and give longer life to the disc.

(the center pin should be 7/8" dia.)

That's it .I understand it once you explained it, I see where the disc fits over the stud sticking up & you can measure how much you wish to cut off. Jeez that was easy & any one can see that.
