Is there a guy in Nebraska that reworks spare tire locks? I need the locks picked and keys made.

Any good locksmith shop can do that for you.. I had a rumble seat lock done and it cost me about $20.00 USD

Bob, out our way it is a bit more than $20.00, but like they said, most any good lock smith shop can do it. Better if you take the part to them than have them stop by the house. that price goes through the roof.

Davey and mikey, I am thinking of a shop in Concord, CA. Cal Allen suggested the Nebraska guy, but he could not come up with a name. Thought I would see what came to me. These are hefty, robust locks. Several have keys, but no attachmet to thread onto the lug stud. I vaguely remember seeing the missing part listed in a parts catolog. As luck would have it the ones with missing keys all have the missing part captured by the locked cylinder.

I have a few of those locks and need to get going with mine too. The cylinder is presumably held in by a pin on the side which could be drilled out, but I haven't gotten up the guts to try it yet. With it out I think a key could easily be made, and to match your other key too, provided the grooves are the same. Bad news if the cylinder has "grown" and can't be moved.
Pictured is the part that screws onto the stud. You could make one from lug nuts.

All locks seem to be free except one. It looks like the lock has swelled.

These specialty lug nuts are now being made and are currently available from several suppliers. Besides Bert's (who MAY have originals), I have also found this special lug nut (for the tire band lock) on Bratton's website. He lists it under "New Parts not in 2014 catalog", it is part # 25580 "Spare Tire Lock Lug Nut" and costs about $10.
